Why is it that true executive search is considered a part of management consulting?

Because a true executive recruiter may make recommendations that the client may not accept from any other party. This might include evaluations such as the client has set compensation too low for the position, or point out how the requirements of a newly designed position may need to be changed. A true executive recruiter not only gives advice, but criticism as well, if it is warranted.
